1. A method of providing access to content, the method comprising:
storing first content in a storage device;
operating a network device having access to the first content stored in said storage device and which controls access to said stored first content to store: i) a first set of wireless signal identifiers including one or more signal identifiers associated with the first content and ii) a first set of rules including one or more rules for determining when a communications device seeking access to said first content is to be provided access to said first content, said set of rules including a rule which requires the receipt of at least two different wireless signals associated with the first content being received in different time periods by the communications device seeking access to said first content for the communications device to be provided access to the first content;
operating the network device to receive a request for content from the communications device along with information indicating the receipt of one or more wireless signals by said communications device, said communications device being a user device including a wireless receiver;
operating the network device to determine, based on the information indicating the receipt of one or more wireless signals provided by the communications device seeking access to the first content, the stored one or more signal identifiers associated with the first content and said stored one or more rules for determining when a communications device seeking access to said first content is to be provided access to said first content, whether or not to provide, to the communications device seeking access to the first content, access to the first content; and
operating the network device, when it is determined by the network device that access is to be provided to the first content, to provide the first content to the communications device seeking access to the first content; and
operating the network device, when it is determined by the network device that access is not to be provided to the communication device seeking access to the first content, to deny access to the first content to the communications device seeking access to content.
