1. A method, comprising:
at a base station:
grouping a plurality of wireless stations into a plurality of groups based on modulation and coding schemes (MCSs);
creating multiple bitmaps indicating which first group of wireless stations will be allocated resources during a first allocation period, wherein a second group of wireless stations are not allocated resources during the first allocation period;
transmitting frames associated with the multiple bitmaps using OFDM, each frame occupying a plurality of OFDM symbols;
performing hybrid resource allocation for Hybrid Automatic Request (HARQ) downlink traffic transmissions to a mobile station:
scheduling a fixed resource allocation in every N frame, wherein the fixed resource allocation is for a defined period of time;
transmitting a respective bitmap for each of a plurality of HARQ interlaces wherein a HARQ interlace comprises of a plurality of timeslot within the N frame, wherein the plurality of timeslots are used for initial transmissions and retransmissions for each of the defined groups of wireless stations; and
dynamically scheduling resource allocation for HARQ retransmissions of a packet using an ACK-NAK-echo bitmap for the HARQ retransmission.
