1. A non-transitory computer readable medium having stored thereon a sequence of instructions which, when stored in memory and executed by a processor causes a set of acts comprising:
maintaining a set of floating licenses to virtualization system software components, individual floating licenses of the set of floating licenses being allocatable to any one of a plurality of cloud computing infrastructures to permit usage of the virtualization system software components;
selecting a cloud computing infrastructure of the plurality of cloud computing infrastructure for deployment of a workload based upon a match between a workload attribute of the workload and a cloud attribute of the cloud computing infrastructure; and
allocating a floating license of the set of floating licenses to a virtualization system software component for executing the workload.
