1. An organic electroluminescent compound represented by formula 2, 3, 4, 5 or 7:

X1 to X3 each independently represent CR12 or N;
at least one of X1 to X3 represents N;
Ar1 to Ar3 each independently represent a substituted or unsubstituted (C1-C30)alkyl, a substituted or unsubstituted (C6-C30)aryl, or a substituted or unsubstituted (3- to 30-membered)heteroaryl;
R1 to R3, and R12 each independently represent hydrogen, deuterium, halogen, cyano, carboxyl, nitro, hydroxyl, a substituted or unsubstituted (C1-C30)alkyl, a substituted or unsubstituted (C3-C30)cycloalkyl, a substituted or unsubstituted (C3-C30)cycloalkenyl, a substituted or unsubstituted (3- to 7-membered)heterocycloalkyl, a substituted or unsubstituted (C6-C30)aryl, or a substituted or unsubstituted (3- to 30-membered)heteroaryl; or R1 and R3 may be linked to an adjacent substituent to form a substituted or unsubstituted (C3-C30) mono- or polycyclic, alicyclic or aromatic ring or a combination thereof;
a and b each independently represent an integer from 0 to 4; c represents an integer from 0 to 2; when a or b is an integer of 2 or more or c is 2, each of R1, each of R2, or each of R3 may be the same or different;
L1 is represented by the following formula R-1:
