1. A first multi-link device (MLD) within a wireless local area network (WLAN), comprising:
a controller configured to receive a multi-link setup request for the first MLD to associate with a second MLD on a transmitted link within a first set of PHY-layer links;
wherein the controller is configured to transmit a response to the second MLD on a non-transmitted link within a second set of PHY-layer links; and
wherein the response associates the first MLD with the second MLD on the non-transmitted link within the second set of PHY-layer links.
