1. A method for communicating by a user equipment (UE) in a wireless network, the method comprising:
receiving at least one configuration parameter from a network controller, the at least one configuration parameter comprising information related to a first reference signal (RS) transmission for a measurement associated with a secondary cell (SCell) serving the UE, the measurement based on the first RS transmission;
performing at least the measurements associated with the SCell based on the first RS transmission in accordance with the at least one configuration parameter related to the first RS transmission, at least when the SCell is deactivated for the UE; and
not monitoring a physical downlink control channel (PDCCH), a demodulation reference signal (DMRS), and a common reference signal (CRS) from the SCell during times when the SCell is deactivated for the UE other than the first RS transmission.
