1. A method of encoding a frame into a bitstream, the frame being spatially divided into rectangular regions each of which is capable of comprising at least one slice, the method comprising:
encoding a rectangular region in the frame;
signalling an identifier of each one of the rectangular regions in the frame, wherein one of the rectangular regions has a different width or height than another of the rectangular regions; and
signalling a position of the rectangular region within the frame, signalling first information corresponding to a number of the rectangular regions in the frame, signalling a flag related to loop filtering across boundaries of at least one of the rectangular regions in the frame,
wherein all of the identifier, the position and the first information are signalled in a single parameter set in the bitstream, wherein second information, different from the first information corresponding to the number of the rectangular regions in the frame, of the number of bits used to represent the identifier of each one of the rectangular regions in the frame is further signalled in the bitstream in a state where a different identifier to be signalled is assigned to a different one of the rectangular regions in the frame, the number of bits being a variable number.
