12. A control method for controlling a vehicle monitoring apparatus which assists in detecting that a target vehicle is a fraudulent vehicle, the control method comprising:
receiving specifying information for specifying the target vehicle from a server, wherein the specifying information includes a vehicle speed of the target vehicle;
acquiring a driving state from the target vehicle specified by the specifying information received,
wherein, in the acquiring, the driving state is obtained from the target vehicle through communication,
wherein, in the acquiring, the driving state is obtained by sensing the target vehicle,
wherein the control method further includes: determining whether or not a first driving state that is the driving state obtained through the communication matches a second driving state that is the driving state obtained by the sensing,
wherein a result in the determining is transmitted to the server,
wherein the driving state indicates a speed of the target vehicle,
wherein, in the determining, determining whether or not the first driving state matches the second driving state based on comparing the driving state and the specifying information,
wherein the comparison is based on a difference of the speed and the vehicle speed; and
wherein the result indicates a possibility that the specifying information, the driving state or both are fraudulently falsified.
