1. A method performed by a terminal in a wireless communication system, the method comprising:
identifying a medium access control (MAC) protocol data unit (PDU) to be transmitted on a serving cell, the serving cell operating on an unlicensed band;
identifying whether the MAC PDU includes dedicated control channel (DCCH) service data unit (SDU);
in case that the MAC PDU includes the DCCH SDU, selecting a channel access priority class (CAPC) index for the MAC PDU as a CAPC of a DCCH;
in case that the MAC PDU does not include the DCCH SDU, selecting the CAPC index for the MAC PDU as a lowest priority CAPC of a logical channel among at least one logical channel with a MAC SDU multiplexed in the MAC PDU; and
transmitting, to a base station, uplink data including the MAC PDU on the serving cell, using a channel access procedure based on the selected CAPC index.
