1. A method performed by a wireless device, the method comprising:
transmitting, to a user equipment, a radio resource control (RRC) signal specifying a time and frequency configuration for semi-persistent scheduling (SPS); and
transmitting, to the user equipment, an information block via a physical downlink shared channel (PDSCH), wherein the information block is transmitted to the user equipment directly without and independent of downlink control information (DCI), the information block configured based on the time and frequency configuration for SPS specified by the RRC signal, the information block specifying signaling parameters comprising a modulation and coding scheme (MCS) table parameter specifying a MCS table and a downlink power offset for use in a subsequent transmission and hybrid automatic repeat request (HARQ) ACK/NACK feedback;
wherein:
the signaling parameters are contained in a specific time and frequency resource portion of a time and frequency region of the information block, the specific time and frequency resource portion being dependent on the RRC signal;
wherein the signaling parameters are contained in a media access control (MAC) sub-header of the information block;
wherein the MAC sub-header includes a subfield for a downlink assignment index (DAI);
wherein the RRC signal supports a dynamic HARQ-ACK codebook for SPS transmission in a Time Division Duplex (TDD) modulation scheme;
wherein the RRC signal configures a HARQ-ACK feedback timing;
wherein the DAI of MAC sub-header comprises a number of bits specifying a number of HARQ bits required for HARQ feedback indicated by the DAI and the remaining bits are used for data transmission.
