1. One or more non-transitory computer-readable media having instructions that are to be executed to cause processing circuitry to:
determine, by a user equipment (UE), that configuration information for a secondary serving cell (SCell) does not include an absolute frequency synchronization signal block (SSB) (absoluteFrequencySSB) parameter;
identify a command to activate the SCell;
determine, based on determination that the configuration information does not include the absolute FrequencySSB parameter, a first reference signal of the SCell is associated with a second reference signal of an active serving cell that is on a same band as the SCell; and
activate the SCell based on determination that the first reference signal is associated with the second reference signal.
