1. A user equipment (UE), comprising:
one or more memories storing processor-executable code; and
one or more processors coupled with the one or more memories and individually or collectively operable to execute the code to cause the UE to:
receive, from a network device, control signaling scheduling a plurality of uplink transmission repetitions, the plurality of uplink transmission repetitions comprising a first set of repetitions associated with a first sounding reference signal resource set and a second set of repetitions associated with a second sounding reference signal resource set;
determine a first power headroom value for the first set of repetitions and a second power headroom value for the second set of repetitions, at least the second power headroom value being determined as a virtual value based at least in part on one of an ordered pair of sets of default transmission power settings;
generate a power headroom report that includes the first power headroom value, the second power headroom value, or both; and
transmit the power headroom report to the network device.
