1. An image decoding method, comprising:
decoding band index information of a current block;
performing first filtering on pixels in the current block, based on the band index information, and
performing in-loop filtering in the current block after the first filtering, wherein the in-loop filtering includes a sample adaptive offset (SAO) mode,
wherein N bands are generated by dividing a range of pixels according to a bit depth,
wherein the band index information comprises first band index information indicating a band including a maximum value of the pixels among the N bands and second band index information indicating a band including a minimum value of the pixels among the N bands, and
wherein the method further comprises, decoding SAO merge information indicating whether SAO information of the current block is derived from SAO information of a neighboring block adjacent to the current block.
