1. A network-based adaptive streaming media bit rate adjustment method, wherein the method comprises:
receiving, by an access network device, media quality of service (QOS) information from a session management network element, wherein the media QoS information comprises at least two bit rate indicators and QoS requirement information corresponding to each of the at least two bit rate indicators, and each bit rate indicator indicates a respective bit rate supported by a video server;
determining, by the access network device, a target bit rate indicator from the at least two bit rate indicators based on a current network condition and the media QoS information, wherein the current network condition meets a network requirement for transmitting streaming media data at a bit rate indicated by the target bit rate indicator, and determining, by the access network device, a target bit rate indicator from the at least two bit rate indicators based on the current network condition and the media QoS information comprises:
monitoring, by the access network device, a network bandwidth; and
in response to determining, by the access network device, a difference, within a target range, between the network bandwidth detected by the access network device and a target network bandwidth lasts for a target duration, determining, by the access network device from the at least two bit rate indicators, that a bit rate indicator for indicating a bit rate of media data is the target bit rate indicator, wherein a network bandwidth required for transmitting the media data at the bit rate is the target network bandwidth; and
sending, by the access network device, the target bit rate indicator in the at least two bit rate indicators to a terminal or the video server.
