1. An apparatus comprising:
at least one processor; and
at least one memory storing instructions that, when executed by the at least one processor, cause the apparatus at least to:
determine a potential conflict between subsets of services that are requested for two or more applications among an available set of services of an intelligent controller;
transmit conflict negotiation requests to each of the two or more applications requesting that the two or more applications perform conflict negotiation between each other to allocate the subsets of services among the available set of services, the requests comprising a unique negotiation key identifying the negotiation process; and
process responses from each of the two or more applications indicating results of the conflict negotiation.
