1. A computing comprising:
a processor, and
memory storing instructions that, upon execution by the processor, cause the processor to perform operations comprising:
receiving, over a network and from a plurality of metering devices at measured locations, first network communications comprising measured panel data, wherein the measured panel data indicates access to web pages by first panelists at the measured locations;
receiving, over the network, second network communications comprising census-based page views, wherein the census-based page views indicate access to the web pages at unmeasured locations, wherein the web pages comprise embedded tags that, when executed by a plurality of computing devices different from the plurality of metering devices, cause the plurality of computing devices to transmit, to a data collection facility, third network communications indicating access to the web pages, and wherein receipt of the third network communications causes the data collection facility to record the census-based page views;
estimating a first audience size associated with the unmeasured locations based on distributed census-based page views and the measured panel data, wherein the distributed census-based page views comprise the census-based page views distributed according to a demographic distribution;
generating a virtual panel based on the first audience size to enable more accurate estimation of traffic from the unmeasured locations by weighting second panelists associated with the unmeasured locations and reweighting a subset of the second panelists;
determining additional activity not represented by the measured panel data; and
calculating an online audience based on a measured location audience, the virtual panel, and the additional activity.
