1. An apparatus in a communication network, the apparatus comprising:
a memory that stores a program; and
a processor configured to execute the program to
detect a disturbance value from a tag embedded in a Voice over IP (VOIP) message of a VOIP call,
identify a priority to answer the VOIP call based on the disturbance value, and,
based on the priority, delay answering the VOIP call until other calls having lower disturbance values or no disturbance values are answered.
