1. A computing system comprising:
a storage configured to store a plurality of reusable Java Archive (JAR) files which comprise built-in libraries with jurisdiction-generic functionality; and
a processor configured to
receive, via a user interface, first compliance rules specific to a first jurisdiction for executing an electronic document process in the first jurisdiction;
generate a first version of the electronic document submission process that satisfies the first compliance rules by integrating the first compliance rules with the plurality of JAR files, the first version of the electronic document submission process comprising submitting an electronic document within the first jurisdiction;
receive, via the user interface, different second compliance rules specific to a different second jurisdiction for executing the electronic document process in the second jurisdiction;
generate a different second version of the electronic document submission process that satisfies the second compliance rules by integrating the second compliance rules with the plurality of JAR files, the second version of the electronic document submission process comprising submitting the electronic document within the second jurisdiction;
build a Java application for a particular jurisdiction from among the first and second jurisdictions based on a web application resource (WAR) file with functionality specific to the particular jurisdiction and a JAR file from among the plurality of JAR files; and
execute the Java application, wherein executing the Java application executes the respective version of the electronic document submission process within the particular jurisdiction.
