1. A permeable pavement system comprising:
a first layer comprising a reinforced permeable pavement composition comprising a quantity of a first permeable pavement material and a quantity of cured carbon fiber composite material (CCFCM) particles incorporated therewith, the first layer defining a first surface; and
a second layer of a second permeable pavement material deposited over a substantial entirety of the first surface of, and covering, the first layer of the permeable pavement composition;
wherein the first layer interfaces with the second layer to at least strengthen the permeable pavement system;
wherein the quantity of CCFCM particles comprises a selected range of CCFCM particle size fractions such that a carbon fiber content of the selected range of CCFCM particle size fractions is chosen so that the first layer has a desired water infiltration rate ranging from 200 inches per hour to 3,000 inches per hour, as measured by ASTM test standard C1701 at 7 days;
wherein the quantity of CCFCM particles ranges between 0.15 percent to 6 percent of CCFCM per total volume of the reinforced permeable pavement composition;
wherein the selected range of CCFCM particle size fractions is chosen from a group consisting of: CCFCM particles smaller than 3.35 mm, CCFCM particles smaller than 3.35 mm and larger than 2 mm, CCFCM particles smaller than 2 mm and larger than 0.841 mm, and CCFCM particles smaller than 0.841 mm; and
wherein the first layer comprises a hardened porosity of 15 percent to 35 percent air voids, as measured by ASTM test standard C1754.
