1. A method comprising:
detecting anomalous call clusters of emergency calls in a call data stream during a time interval within geographic boundaries;
determining a maximum likelihood ratio from a series of likelihood ratios during the time interval for each incoming call contained in the call data stream;
performing a multiple probability simulation and determining a second likelihood ratio for shuffled call data obtained from the multiple probability simulation;
providing an output defining the anomalous call cluster to an emergency management system based on the second likelihood ratio exceeding a threshold;
providing a digital map comprising anomalous call cluster information for detected anomalous call clusters; and
displaying the anomalous call cluster information on the digital map displayed by the emergency management system.
