1. A method performed by a terminal in a wireless communication system, the method comprising:
receiving, from a base station, a message including zone-related information;
identifying a zone where the terminal is located in based on a location of the terminal and zone-related information;
selecting a resource pool corresponding to the zone based on resource pool information;
transmitting a data on the resource pool;
receiving, from the base station, threshold information for reporting a channel busy ratio (CBR), the threshold information including a first threshold or a second threshold;
measuring the CBR on resource pools in the resource pool information; and
reporting, to the base station, the CBR for the resource pools based on the threshold information.
