1. A method performed by a user equipment (UE) in a wireless communication system, the method comprising:
transmitting a random access preamble to a base station;
monitoring reception of a random access response corresponding to the random access preamble; and
increasing a counter associated with a preamble power ramping, in case that the random access response is not received,
wherein, in case that a listen-before-talk (LBT) failure indication was received from lower layers for the random access preamble transmission, the counter is not increased.
