1. A mobile billboard messaging app system that includes a computer database electronically storing merchant/advertiser and user information in communication with a software application running in a mobile device of the user, the mobile device having a determined location, a display screen and Internet connectivity, said mobile billboard messaging app system, comprising:
a. a mobile billboard messaging app associated with software that provides entry of user preferences associated with a user of the device and advertiser or sponsor data;
b. at least one ad campaign entered by the advertiser on the computer database for electronically storing at least one advertiser created advertisement campaign containing at least one message related to the user preferences and running on the user's mobile device;
c. the mobile billboard messaging app being operative to establish an Internet connection with the device and the mobile billboard messaging app software for downloading and displaying said message, wherein the location of the device is provided relevant to a given radial distance from at least one location associated with at least one of the advertiser's message;
d. the mobile billboard messaging app system providing the ability to display the messages when the location is within the given radii from the advertiser;
e. said Internet connection between said device and said mobile billboard messaging app system being automatic and said location being periodically refreshed;
f. said message being triggered after a preselected period of time upon entry within said given radii from said advertiser or upon an event being activated by said System;
g. said message being displayed on said device when said device is within a radius of a location associated with said message;
h. said selection of the mobile billboard messaging app system being operative to establish an Internet connection between the device and the advertiser, thereby scanning the GPS location and providing the message related to the user's preferences within the given radial distance range from the advertiser's location;
i. said location identifying technology being operative to run on the background of said device, then leverage the device network connection, first checking whether GPS of the device is on and executing same, however if the GPS is off then determining location via cellular location cell tower communication; and
m. said mobile billboard messaging app system being operative to (i) detect whether the mobile device has a battery-saving application for turning off GPS or cellular connectivity, and (ii) display a notification on said display screen that the mobile billboard messaging app will not work since the battery-saving application is inhibiting determination of location information,
whereby when said message is triggered, said message is capable of providing relevant advertisements for purchase of goods and services of the advertisers or sponsors related to the user preferences.
