1. A tri-capacitive cell comprising:
(a) housing having an inlet and an outlet, wherein the inlet is fitted with a diffuser plate;
(b) disposed within the housing are longitudinally extending sets of conductive plates connected to either an anode or a cathode output terminals of a power supply; and
(c) capacitance plates interposed between the longitudinally extending sets of conductive plates to create a circuit that electrically looks like 3 capacitors connected in series.
