1. An apparatus comprising:
a receiver that receives configuration information comprising a first configuration associated with one or more radio bearers; and
a processor that:
transitions to a fifth generation (5G) radio resource control (RRC) inactive state based on the configuration information; and
configures the one or more radio bearers based on the first configuration, wherein the one or more radio bearers are configured for data transmission in the 5G RRC inactive state and based on a quantity of data satisfying threshold.
