1. A method performed by a terminal in a communication system, the method comprising:
receiving, from a base station, configuration information for a physical uplink control channel (PUCCH), wherein the configuration information includes information on a PUCCH resource including a first interlace index for a first interlace resource and a second interlace index for a second interlace resource;
identifying uplink control information (UCI) to be transmitted;
identifying at least one interlace resource for transmitting the UCI based on a UCI payload size and a code rate associated with the first interlace resource; and
transmitting, to the base station, the UCI on the at least one identified interlace resource of the PUCCH.
