1. An apparatus comprising:
a plurality of power converters, each power converter coupled to a DC battery cell, wherein each power converter includes:
a controller; and
a power conversion portion adapted to, based on an input from the controller, perform
converting power to discharge the coupled DC battery cell, and
converting power to charge the coupled DC battery cell; and
wherein each of the plurality of power converters is adapted to serially connect to at least one other power converter.
