1. A network device, comprising:
a controller configured to
receive a message to be transmitted, and
generate an Open Radio Access Network (O-RAN) packet including at least a portion of the received message and a header having a packet sequence number, wherein the packet sequence number is generated independent of an uplink/downlink direction; and
a transceiver coupled to the controller and configured to transmit the generated O-RAN packet to a second network device.
