1. A user equipment device (UE), comprising:
at least one antenna;
at least one radio coupled to the at least one antenna; and
at least one processor coupled to the at least one radio;
wherein the at least one processor is configured to cause the UE to:
camp on a licensed band cell of a radio access network (RAN);
receive, from the licensed band cell, an unlicensed band cell remaining minimum system information (RMSI);
assess radio quality and/or downlink timing of the unlicensed band cell based, at least in part, on a reference signal received from the unlicensed band cell; and
perform data transmissions with the unlicensed band cell.
