1. A method of decoding video data, the method comprising:
receiving a first parameter set in an encoded video bitstream;
decoding a set of values related to a deblocking filter parameter in the first parameter set, the set comprising values for a plurality of categories of pictures grouped by temporal layer index;
decoding a temporal layer index received in the encoded video bitstream, the temporal layer index identifying a particular temporal layer associated with a picture or subpicture of the video data;
determining, for the picture or subpicture of the video data, the deblocking filter parameter to be a particular value, from the set of values, for the category corresponding to the temporal layer index; and
applying a deblocking filter to the video data based on the deblocking filter parameter to generate deblocking filtered video data.
