1. A method of wireless communication at a user equipment (UE), comprising:
transmitting, to a base station via a physical uplink shared channel, a first uplink data message during a first transmission occasion on a serving cell based at least in part on a first transmit power control (TPC) command;
receiving, from the base station, a second TPC command for a second transmission occasion on the serving cell, the second transmission occasion being different than the first transmission occasion;
receiving, from the base station, control information scheduling a second uplink data message for the second transmission occasion on the serving cell;
determining that a power allocation for the second transmission occasion exceeds a transmit power limitation of the serving cell, wherein the power allocation is based at least in part on a bandwidth of the physical uplink shared channel, and a nominal power offset for the physical uplink shared channel, and a summation of the first TPC command and the second TPC command; and
transmitting, to the base station via the physical uplink shared channel, the second uplink data message during the second transmission occasion on the serving cell, wherein a transmission power for the second uplink data message is equal to the transmit power limitation of the serving cell based at least in part on the power allocation for the second transmission occasion exceeding the transmit power limitation of the serving cell.
