1. A method for creating an inventory of data elements for use with aircraft in an aircraft fleet, comprising:
accessing aircraft telemetry data from avionics equipment on a plurality of aircraft, the aircraft telemetry data comprising a metadata-layer dataset including a description of data source interfaces and corresponding specifications for one or more elements in a physical-layer dataset;
generating, with a processing system, data element descriptions based on the specifications in the metadata-layer dataset;
generating, with the processing system, data elements for the physical-layer dataset based on the data element descriptions, wherein the data elements for the physical-layer dataset have a common protocol and format;
generating, with the processing system from the generated data elements for the physical-layer dataset, derivative data elements, wherein at least one of the derivative data elements corresponds to the metadata-layer dataset; and
creating, with the processing system, a data element inventory comprising the derivative data elements, the inventory stored in a data structure that is available for use by the plurality of aircraft.
