1. A building recirculation system for operation with a water heating system with a water heater, a storage tank, and a recovery pump for circulating water between the water heater and the storage tank, wherein a first temperature sensor is configured to measure a water heater output temperature of the water heater, the building recirculation system comprising:
a recirculation controller;
a second temperature sensor configured to measure a recirculation temperature of a building recirculation return pipe;
a building recirculation pump configured to circulate water through a plumbing network of a building to the building recirculation return pipe,
wherein the recirculation controller is configured to receive the water heater output temperature of the water heater from the first temperature sensor, and the recirculation temperature of the building recirculation return pipe from the second temperature sensor;
wherein the recirculation controller is configured to control the building recirculation pump based on the water heater output temperature and the recirculation temperature.
