1. A method fabricating a capacitor, comprising:
laser cutting an anode from a sheet of a material, the laser cutting being performed with pulsed laser beam having pulse durations of less than a microsecond;
a power density of the laser beam on the sheet of the material during the laser cutting being greater than 2×105 W/cm2 and less than 2×1012 W/cm2,
the laser cutting converting the material from a first phase to a second phase, and
the power density of the laser beam vaporizing the material so as to reduce a level of a re-deposition of the second phase on the sheet of the material; and
fabricating the capacitor that includes the anode.
