1. A method for decoding a video signal comprising:
deriving, based on a position and a size of a coding block, at least one merging candidate relating to a first prediction block, the coding block comprising the first prediction block and a second prediction block when a size of a block to which parallel merge processing is applicable is equal to or greater than a first size and a size of the coding block is equal to a second size;
generating a first merging candidate list for the first prediction block based on the merging candidate;
determining motion prediction information of the first prediction block based on the first merging candidate list, the motion prediction information comprising a motion vector and a reference picture index;
obtaining prediction samples of the first prediction block based on a motion vector and a reference picture of the first prediction block, the reference picture of the first prediction block being determined by the reference picture index;
generating reconstructed samples of the coding block based on the prediction samples of the first prediction block,
wherein the first merging candidate list for the first prediction block is equivalent to a second merging candidate list for the second prediction block included in the coding block with the first prediction block.
