1. A system comprising:
one or more sensors configured to detect a potential safety hazard in or near a roadway;
a memory containing computer-readable instructions for generating a message including at least one of a location of the one or more sensors and a location of the potential safety hazard, and identify one or more actions to be taken by a first vehicle for avoiding or mitigating a risk of collision with the potential safety hazard;
a processor configured to read the computer-readable instructions from the memory and generate the message; and
a transceiver to transmit the message to a second vehicle, and to receive from the second vehicle, a second message including a request the processor of the first vehicle execute one or more alternative actions to avoid or mitigate the risk of collision, when actions to be taken by the first and second vehicles conflict.
