1. A method implemented on an electronic computing device of a first financial organization, the method comprising:
receiving, by the electronic computing device of the first financial organization, a request for a first automated teller machine (ATM) transaction from an in-network ATM;
receiving, by the electronic computing device of the first financial organization, authentication credentials of a customer of the in-network ATM, wherein the authentication credentials are associated with the request for the first ATM transaction, and wherein the authentication credentials include an identifier from transient data of an ATM transaction card;
receiving, by the electronic computing device of the first financial organization, a notification of a failure to execute the first ATM transaction at the in-network ATM in a transaction status message from the in-network ATM; and
issuing, by the electronic computing device of the first financial organization in response to the authentication credentials and the transaction status message, a voucher number having a unique numeric or alphanumeric string;
writing, by the in-network ATM, transient data including the voucher number on the ATM transaction card used during the first ATM transaction, the transient data permitting a fee modification when the ATM transaction card is received at an out-of-network ATM;
in response to receiving the notification of the failure and the voucher number from the transient data on the ATM transaction card, issuing, by the electronic computing device of the first financial organization, the fee modification to the customer of the in-network ATM, wherein the fee modification permits modification of a transaction fee associated with a subsequent ATM transaction at the out-of-network ATM;
receiving, by a computer of a second financial organization, a request for the subsequent ATM transaction at the out-of-network ATM;
receiving and validating, by the computer of the second financial organization communicating with the electronic computing device of the first financial organization, the authentication credentials of the customer at the out-of-network ATM;
obtaining a timestamp for the subsequent ATM transaction at the out-of-network ATM;
obtaining a geolocation for the out-of-network ATM;
when the timestamp for the subsequent ATM transaction at the out-of-network ATM is within a pre-determined date and time range, and when the geolocation for the out-of-network ATM is within a predetermined distance of a location of the in-network ATM, modifying, by the electronic computing device of the first financial organization, the transaction fee.
