1. A method, comprising:
receiving a descriptor, the descriptor including a peripheral component interface (PCI) address;
translating, by a centralized transaction tunneling unit, the PCI address to a local address using region-based translation; and
translating the local address, by an outbound address translation unit (ATU), to the PCI address.
