1. A method, comprising:
receiving, by a network device, user equipment (UE) device capability information indicating a UE device is capable of a non-standalone (NSA) operation mode and a standalone (SA) operation mode;
generating, by the network device, a policy query for the UE device;
receiving, by the network device and in response to the policy query, a radio access technology/frequency selection and prioritization (RFSP) value for the UE device; and
sending, by the network device and to an access device, the RFSP value, wherein the RFSP value overrules a UE device default selection of the NSA operation mode or the SA operation mode.
