1. A computer-implemented method comprising:
beginning applying a configuration to a group of virtual machines, while limiting a number of virtual machines of the group that can concurrently be in a process of being reconfigured;
preventing no more than a second threshold number of virtual machines of the group from being unavailable for use while applying the configuration to the group of virtual machines of the group; and
stopping applying the configuration to the group of virtual machines as a result of determining that at least a first threshold number of configuration applications failed.
