1. A server, comprising:
a transceiver configured to communicate with a plurality of vehicles and a plurality of personal mobility; and
a controller configured to;
obtain area size information for each of the plurality of vehicles based on a size information of each vehicle and a braking distance of each vehicle;
obtain area size information of a safety area for each of the plurality of personal mobility based on a size information of each of the personal mobility and a braking distance of each of the personal mobility;
set a geo-fence area based on the obtained area size information of the safety area for each of the plurality of vehicles and the obtained size information for each of the personal mobility during cluster driving;
determine driving positions of the plurality of vehicles as primary in the set geo-fence area based on the size information of the plurality of vehicles;
determine driving positions of the plurality of personal mobility as secondary in the set geo-fence area based on the size information of the plurality of personal mobility; and
adjust layout information for the driving positions determined as the primary and the secondary to be transmitted to the plurality of vehicles and the plurality of personal mobility;
wherein, for each personal mobility, the personal mobility safety area when the personal mobility braking distance is short is smaller than the personal mobility safety area when the personal mobility braking distance is long, the short personal mobility braking distance being less than the long personal mobility braking distance; and
wherein, for each vehicle, the vehicle safety area when the vehicle braking distance is short is smaller than the vehicle safety area when the vehicle braking distance is long, the short vehicle braking distance being less than the long vehicle braking distance.
