1. A method comprising:
identifying a first group of wireless devices using physical proximity information among the first group of wireless devices, wherein the first group of wireless devices is located in a first geographical area;
for a first wireless device having a highest priority among the first group of wireless devices:
determining a penalty value for each channel of a plurality of available channels; and
selecting a first channel having a lower penalty value than penalty values of the remaining channels of the plurality of available channels;
for a second wireless device having a second-highest priority among the first group of wireless devices:
determining a penalty value for each of the remaining channels of the plurality of available channels; and
selecting a second channel, from among the remaining channels, having a lower penalty value than the penalty values of the remaining channels;
sending to the first wireless device information about the first channel; and
sending to the second wireless device information about the second channel, wherein the highest priority of the first wireless device is based on a number of devices serviced by the first wireless device being greater than a number of devices serviced by other wireless devices of the first group of wireless devices.
