1. A user equipment (UE) comprising:
a receiver operable to receive a radio resource control (RRC) message including information indicating a semi-persistent scheduling (SPS) configuration for sounding reference signal (SRS) transmission;
the receiver operable to receive a transmission power command to set a transmission power level for SRS transmission; and
a transmitter operable to transmit a SRS transmission in time slots based on the SPS configuration information and using time, frequency, and code resources based on the received RRC message at a transmission power level based on the received transmission power command.
