1. A method comprising the steps of:
receiving mobile device transmission information;
receiving edge server resource information;
determining an offloading rate for a mobile device to an edge server based on the mobile device transmission information, the edge server resource information, a speed of travel of the mobile device, and a mean-field game algorithm; and
outputting the offloading rate to the mobile device.
