1. A film capacitor for positioning at a direct current (DC) terminal at a front end of an inverter having a plurality of switching elements, the film capacitor comprising:
a first member; and
a second member surrounding the first member,
wherein a second dielectric resistance of the second member is higher than a first dielectric resistance of the first member.
