1. An IrO2 electrodeposited porous titanium composite layer of a polymer electrolyte membrane water electrolysis apparatus serving as both a diffusion layer and an oxygen electrode, the apparatus comprising:
a porous titanium (Ti) layer; and
an electrodeposited iridium oxide (IrO2) layer on the porous Ti layer;
wherein the porous Ti layer is in a form of titanium mesh having a porosity of 60% to 70%;
wherein the electrodeposited IrO2 layer comprises amorphous iridium oxide having a density of 7 to 9 g/cm3; and
wherein the electrodeposited IrO2 layer has a thickness of 10 to 210 nm.
