1. A method by a terminal, the method comprising:
selecting, by the terminal, a first cell;
performing, by the terminal, a first operation group if the terminal fails to acquire a Master Information Block (MIB) in the first cell, the first operation group comprises excluding the first cell as a candidate for cell selection/reselection and selecting another cell on the same frequency as the first cell if a selection criteria are fulfilled;
performing, by the terminal, a second operation group if the terminal succeeds to acquire the MIB and a System Information Block1 (SIB1) in the first cell and the MIB includes cellBarred set to barred and the SIB1 includes an intraFreqReselection set to NotAllowed, the second operation group comprises excluding the first cell as a candidate for cell selection/reselection and excluding another cell on the same frequency of the first cell; and
performing, by the terminal, a third operation group, if the terminal succeeds to acquire the MIB and the SIB1 in the first cell and the MIB includes cellBarred set to Notbarred and the SIB1 includes the intraFreqReselection, the third operation group comprises applying the configuration included in a servingCellConfigCommon and applying a specified PCCH configuration.
