1. A decoding method comprising:
determining first motion information for a target block; and
performing inter prediction for the target block using the first motion information,
wherein a candidate list comprising a plurality of candidates is generated,
wherein a candidate among the plurality of candidates is selected using an index,
wherein the selected candidate among the plurality of candidates in the candidate list is used for determining the first motion information for the target block,
wherein each of a plurality of second motion information of a plurality of candidate blocks is used to generate the candidate list,
wherein each of the plurality of candidate blocks is spatially adjacent to the target block,
wherein third motion information is used to generate the candidate list,
wherein the number of the plurality of candidate blocks is 3, and
wherein the first motion information for the target block is determined using the plurality of second motion information of the plurality of candidate blocks.
