1. A cerium oxide nanoparticle comprising:
a center nucleus formed of a mixture of Ce2O3 and CeO2; and
a polymer layer covering the center nucleus, the polymer layer being formed of a vinyl polymer having a heterocyclic amine skeleton or of a polyamide having a heterocyclic amine skeleton,
wherein a ratio of Ce4+to Ce3+is 1.24 to 4.00.
