1. A method, comprising:
sending, by a terminal device, at least one measurement report to a source base station;
receiving, by the terminal device and in response to the at least one measurement report, a handover command from the source base station, wherein the handover command includes a prepared cell list of a set of cells where the terminal device is capable of handover and the prepared cell list provides a capability for the terminal device to make multiple consecutive handovers in response to the terminal device being within a coverage area of the set of cells, wherein the set of cells comprises a plurality of prepared cells;
performing, by the terminal device, synchronization and random access with at least one cell from the set of cells; and
sending, by the terminal device, a handover complete message to the at least one cell,
wherein each prepared cell in the prepared cells list has multiple contexts, wherein each context is based on a path for the terminal device to reach a target cell from a source cell, and wherein the method further comprises generating by the terminal device a horizontally generated key in response to handover to one cell in a corresponding path to reach the target cell from the source cell, wherein each path requires a different horizontally generated key.
